In the title compound, C4H6N3O+·C2HO4·H2O, the cytosine mol­ecule is protonated and oxalic acid is in the monoionized state. The structure is stabilized by O—H...O and N—H...O hydrogen bonds, and van der Waals inter­actions. The water mol­ecules are also found to mediate inter­actions between oxalate anions and cytosinium cations.
