In the title compound, C₆H₆N₂O₄, the planar carboxyl group makes a dihedral angle of 74.61 (2)° with the uracil plane. In the crystal structure, inter­molecular N—H...O and O—H...O hydrogen bonds link the mol­ecules into a three-dimensional network.
